Bought a Vision t9600 HRT at a thrift store for $145, it came with instructions and seems to work, was that a good deal, and about how old a machine is this?

Great buy!

If you look at the manufacturer label on the bottom of the tread you should find a year of manufacture, or a date code beginning with a 2-digit yr code at the beginning.

You can't even get a belt for that cost, enjoy your prize!
